General Conditions


1.    Details regarding qualifications are available at the University website www.du.ac.in and work@du link.
2.    The University reserves the right to conduct written test.
3.    The upper age limit prescribed for direct recruitment shall be relaxable in case of candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes (Central List), Persons with Disabilities, Ex-servicemen and other specified categories of persons in accordance with the orders issued in this behalf from time to time by the Central Government and adopted by the University.
4.    The upper age-limit shall also be relaxable up to a maximum of five years or the number of years (in completed years) whichever is less provided they have rendered at least three years regular service in same or allied field in organization(s) under Government Departments/ Statutory or Autonomous bodies/Universities/ affiliated or constituent colleges under the University/Public Sector Undertakings.
5.    The upper age limit for the posts advertised shall be determined as on last date of submission of applications.
6.    Application fees is to be deposited as per details given below:

7.    The upper age-limit as prescribed for direct recruits shall not be insisted upon in the case of departmental candidates, provided they have rendered at least three years regular service in the University.
8.    Candidates belonging to SC/ST/OBC/Persons with Disabilities categories should keep ready an attested copy of certificate issued by competent authority in the prescribed format as stipulated by Government of India.  In case of candidates belonging to OBC category, certificate should specifically contain a clause that the candidate does not belong to creamy layer section excluded from the benefits of reservation for Other Backward Classes in Civil post & services under Government of India.  An Ex-serviceman candidate has to produce a copy of the discharge Certificate/pension payment order and documentary proof of rank last/presently held (substantive as well as acting) at the time of interview.  Those who are still in defence service should submit a certificate from a competent authority that they will be relieved from defence services.
9.    Candidates should possess the prescribed educational qualification and experience as on the closing date of application.
10.    Candidates serving in Government/Public Sector Undertakings (including Boards) are required to send their applications through proper channel.
11.    (a)    No correspondence or personal enquiries shall be entertained by the University.
(b)    All Correspondence from the University including interview call, if any shall be sent to the e-mail supplied by the candidate.
12.    Canvassing in any form will be treated as disqualification.
13.    Applications which do not meet the criteria given in this advertisement & / or incomplete applications are liable to be summarily rejected
14.    Candidates should not furnish any particulars that are false, tampered, fabricated or suppress any material / information while submitting the application and self-certified copies/testimonials.
15.    Relaxation of any of the qualifications or experience may be made in exceptional cases on the recommendations of the Screening/ Selection Committee.
16.    The number of posts advertised may vary, and the University reserves the right not to fill up some or all the posts advertised, if the circumstances so warrant.
 17.    In case of the post to be filled through deputation, ACRS/ APARs for the last 5 years duly attested and Integrity Certificate/ Vigilance/ Cadre Clearance report be sent in sealed confidential cover addressed to the Registrar by the concerned employer, failing which the candidature, may not be considered.
18. Fees once paid shall not be refunded under any circumstances.
19.  The University shall verify the antecedents or documents submitted by a candidate at the time of appointment or during the tenure of the service. In case, it is detected that the documents submitted by the candidates are false or the candidate has suppressed relevant information, then his/her services shall be terminated without prejudice to any other     action initiated by the University.
20. The University reserves the right to withdraw any advertised post(s) at any time without giving any reason. Any consequential vacancies arising at the time of Interview may also be filled up from the available candidates.
21. In case of any inadvertent mistake in the process of selection, which may be detected at any stage even after the issue of appointment letter, the University reserves right to modify/withdraw/cancel any communication made to the candidate.

23. The PwD candidates with less than 40% of relevant disability shall not be considered for the post reserved for PwD. The disability certificate will be issued by the Competent Authority duly authorized by the Central or the State Government.
24. All candidates should have fulfilled the minimum eligibility on the date of application.
25. Candidates called for interview shall do so at their own expenses. No TA/DA shall be paid.
26. The University shall not be responsible for any delay/loss due to postal or technical reasons.

28. Application received without complete information or without requisite fees shall be rejected.
29. Consequent upon adoption of self-certification provisions as required by the Govt. of India, the University shall process the applications entirely on the basis of information/documents submitted by the candidates. In case the information/documents is found to be false/incorrect by way of omission or commission, the responsibility and liability shall lie solely with the candidate.
30. The University reserves the right to offer the post at a level lower than that advertised/applied, or on contract basis depending upon the qualifications, experience and performance of the candidate.

Qualifications


1.    Joint Director, DHMI
Pay Band - 15600-39100 (PB-3) + GP 7600
For Deputation/Absorption/Contractual
Essential:
1.
    i) A Master Degree in any subject with at least 55% marks (5% relaxation for SC/ST category)
    ii) Must have passed 12th or Graduated with Hindi as one of the paper.
    iii) Adequate knowledge of English & Hindi.
2.     At least eight years of teaching and/or Post-Doctoral Research or Publication/publishing and/or Translation work.
Desirable:  Experience in a responsible position in one or more of the following fields/areas:
1. Book Promotion, Printing & Publication in promotion of Hindi language for higher education.
2. Research Experience in promotion of Hindi literature in a University or Institution of Higher Learning.
3. Proficiency in translation work from English to Hindi and vetting of standard scientific and technical texts.
Note: Preference will be given to candidates who are holding additional Master degree in Hindi.
Deputation: Among the Persons holding analogous post in a University/Educational Institution/Government body.
OR
Officers working in the pay scale of PB-3 Grade Pay 6600/5400 with 4/8 years of regular service.
Note:
i)    If an existing Assistant Director, DHMI is selected for Deputation for the post, it will be treated as Promotion.
ii)    In the case of contractual appointment, the contractual fee shall be decided by the University from time to time, considering the work experience and qualification of the incumbent.

2. Sr. System Analyst/ Sr. System Programmer (on Deputation):
Pay Band -   15600-39100 (PB-3) + GP 7600
Essential:
PG Degree in relevant subject with 55% marks with 5 years relevant experience.
Deputation:
Amongst the officers holding analogous posts on regular basis; or with five years regular service in the Pay Band-3    (Rs. 15600-39100) with Grade Pay of Rs. 5400/- or more under Central State Governments/ UT Administrations/Universities /recognized Research Institutions/Public Undertakings/ Autonomous Bodies/ and possessing educational qualification.
The Post of Sr. System Analyst/ Sr. System Programmer is to be filled up on deputation basis initially for a period of One year extendable to three years.
AGE LIMIT: 45 YEARS
3.     Manager (Press)
    Pay Band - 15600-39100 (PB-3) + GP 6600 OR
    Pay Band - 15600-39100 (PB-3) + GP 5400
For Deputation/Contractual
Essential:
i)        A Graduate Degree from a recognized University/Institution.
ii)        Diploma/Certificate in printing technology from a recognized University/Institution.
iii)        A minimum of 8 years for the grade pay Rs. 6600/-  and 5 years for the grade pay Rs. 5400/-, practical experience in a managerial position in a Government Press or Commercial Press or Publishing house of repute besides sound trade knowledge of printing processes, costing/estimation of typography/designing.
Desirable:
i)    P.G. Degree/Diploma in Business Administration.
ii)    Knowledge of Government administrative functioning
For Deputation:
(a)    PB-3 Rs. 15600-39100+ G.P. Rs. 5400/-
i)    Amongst the officers holding analogous posts on regular basis; or with five years  regular service in the in PB-2 with Grade Pay 4800/4600 under Central/State Governments/UT Administration/ Universities/ recognized Research Institutions/Public Undertakings/ Autonomous Bodies.

(b)    PB-3 Rs. 15600-39100+ G.P. Rs. 6600/-
i)    Amongst the officers holding analogous posts on regular basis; or with five years regular service in the in PB-3 with     Grade Pay Rs. 5400/-  under Central/State Governments/UT Administration/ Universities/ recognized Research Institutions/Public Undertakings/ Autonomous Bodies.
Note:
i) In the case of contractual appointments, the contractual fee shall be decided by the University from time to time, considering the work experience and qualification of the incumbent.
AGE LIMIT: PREFERABLY BELOW 50 YEARS
4.    Assistant Registrar:
Pay Band -  15600-39100 (PB-3) + GP  5400
Essential:
Master’s degree with at least 55% of marks or its equivalent grade of ‘B’ in the UGC seven point scale along with a good academic record (5% relaxation in marks for SC /  ST / Persons with Disabilities category).
Desirable:
1.    At least three years’ experience in supervisory or equivalent cadre in a Group ‘B’ post in a government department/University/Educational or Research Institution/Teaching and/or Research Experience along with proven administrative capabilities.
2.    LL.B or MBA or CA/ICWA or MCA or M.Phil/Ph.D qualification.
Note:
1.    The incumbent should possess good communication and analytical skills and aptitude for drafting/noting in English.  Should be able to coordinate/liaise with other divisions/departments and participate in discussions with senior functionaries and Academicians.
2.    He is expected to handle independently one or more functions related to Educational Administration/Examinations/General Administration/Purchase/Establishment/ Accounts & Finance/Project Management/HR/Legal.
3.    All the candidates for direct recruitment will be required to appear in a written test to adjudge their ability of expression and knowledge of the administrative aspects relating to educational administration; the selection being based on the performance of the candidates in written test and interview.
4.    The scheme of the examination including weightage of marks for written test and interview etc., as prescribed by the University from time to time with the approval of the Executive Council in this regard.
5.    All the direct recruits should possess working knowledge of computers.
AGE LIMIT: 35 YEARS

5.    Programmer (on Deputation):
    Pay Band -   15600-39100 (PB-3) + GP 5400
Essential:
B.E./ B.Tech in Computer Science Engineering or M.Sc. (Computer Science) or MCA with three years’ experience in programming and Database management or Network administration in a research/ Educational institute or commercial/ service industry establishment of repute.
Deputation:
Amongst the officers holding analogous posts on regular basis; or with five years regular service in the Pay Band-2    (Rs. 9300-34800) with Grade Pay of Rs. 4600/- or more under Central State Governments/ UT Administrations/Universities /recognized Research Institutions/Public Undertakings/ Autonomous Bodies/ and possessing educational qualification.
The Post of Programmer is to be filled up on deputation basis initially for a period of One year extendable to three years.
AGE LIMIT: 35 YEARS
6.     Manager, International Guest House:         
     Pay Band -  15600-39100 (PB-3) + GP   5400
Essential:
A Master’s Degree in Hospitality Administration from a recognized University, with at least three years’ experience in a supervisory capacity in catering, accommodation operations and / or food & beverage management, in a reputed Institution/ Hotel / University Guest House.
Or
A B.Sc. degree or equivalent in Hotel Management or Catering from a recognized University with at least five years’ experience in a supervisory capacity in catering, accommodation operations, and / or food & beverage management, in a reputed Institution/ Hotel / University Guest House.
Or
A graduate degree from a recognized University and a Diploma in Hotel Management or catering from an Institution recognized by the Government with 6 years’ experience in a supervisory capacity in catering, accommodation operations, and / or food & beverage management, in a reputed Institution/ Hotel / University Guest House.
Or
A Higher Secondary or intermediate or an equivalent certificate from CBSE, a State Board or any equivalent body, and a diploma in Hotel Management in catering from an institution recognized by the Government with at least fifteen years’ experience in catering, accommodation operations, and / or food & beverage management of which at least twelve years in a supervisory capacity in a reputed Institution/ Hotel / University Guest House.
AGE LIMIT: 45 YEARS     
7.     Yoga Organizer:
Pay Band -  9300-34800 (PB-2) + GP  4600
Essential:
1.    A Graduate or Post Graduate degree in Yoga from a University with second division (50% marks).
2.    At least two years’ experience as Yoga teacher/ instructor in a Government Institution or Institute of repute.
Desirable:
1.    Proficiency to organize Yoga classes through English & Hindi medium.
2.    A recognized qualification in Naturopathy.

8.    Hindi Officer:
Pay Band -  9300-34800 (PB-2) + GP  4600
Essential:
1.    Master’s Degree of a recognized University or equivalent in Hindi with English as a subject at the degree level. OR Master’s degree of a recognized University or equivalent in English with Hindi as a subject at the degree level OR Master’s degree of a recognized University or equivalent in any subject with Hindi and English as a subject at the degree level. OR Master’s degree of a recognized University or equivalent in any subject with Hindi medium & English as a subject at the degree level. 2.    At least five years’ experience of terminological work in Hindi and/or translation work from English to Hindi or Vice-versa, preferably of technical or scientific literature OR Five years’ experience of Teaching, Research, Writing or Journalism in Hindi.
Desirable:
1.    Knowledge of Sanskrit and/or a Modern Indian Language.
2.    Administrative Experience.
3.    Experience of organizing Hindi classes or workshop for noting and drafting.
    AGE LIMIT: 40 YEARS
9.    Senior Assistant:
Pay Band -   9300-34800 (PB-2) + GP  4200
Essential:
1.    Graduate with minimum 50% marks or Post Graduate with minimum 50% marks from a recognized University in any discipline with working knowledge of computers, and Diploma/Certificate of minimum 6 months duration in Computer Application/Office Management/Secretarial Practice/Financial Management/Accounts or equivalent discipline.
Or
Graduate Degree with minimum 50% marks in Computer Application/office Management/Secretarial Practice/Financial Management/ Accounts or equivalent discipline from a recognized University.
2.    Minimum 4 years of Administrative Experience.
Note:
i)        The incumbent is expected to work under the supervision of Section Officer or Assistant Registrar/ Assistant Controller of Examinations. He should possess an aptitude for drafting/noting in English and office procedure in a computerized environment and is expected to handle one or more functions related to Educational Administration/ Examinations/ General Administration/ House Keeping/ Establishment/ HR/ Legal/ Purchase/ Accounts & Finance/ Project management/ Public Relations.
ii)        All the candidates for direct recruitment will be required to appear in a written test to adjudge their ability of expression and knowledge relating to their work. The selection being based on the performance of the candidates in written test and interview.
iii)        The scheme of the examination including weightage of marks for written test and interview etc., as prescribed by the University from time to time with the approval of the Executive Council in this regard.
iv)        All direct recruits are expected to work in a computerized environment and required to qualify a skill test in handling computers within one year from their appointment before completion of probation period.

10.    Hindi Translator:
Pay Band -  9300-34800 (PB-2) + GP  4200
Essential:
1.    Master Degree of a recognized University in Hindi with English as an elective subject at the degree level OR Master degree of a recognized University in English with Hindi as an elective subject at the degree level.
2.    Two years post qualification experience in the field of terminological work in Hindi and/or translation from English to Hindi and vice-versa preferably of technical or scientific literature in a Central/State Govt. /Public Sector/reputed publication house or writing or journalism in Hindi.
Desirable:
1.    Knowledge of Sanskrit and/or any Modern Indian Language.
2.    Experience of organizing Hindi classes or workshops for noting and drafting.
3.    Administrative Experience.

11.    Statistical Assistant:
Pay Band -   5200-20200 (PB-1) + GP  2800
Essential:
1.    A Graduate with minimum 50% marks/ Post Graduate with minimum 50% marks in Mathematics or Operational Research or Statistics from a recognized University.
AGE LIMIT: 30 YEARS
12.    Assistant Archivist:
Pay Band -   5200-20200 (PB-1) + GP  2800
Essential:
1.    B.A. (Hons.) in History or an Equivalent qualification.
2.    At least two years of experience in Archives and/or Records management in a government department/body.
Desirable:
1.    One year diploma course in Archives and Records Management conducted by National Archives of India.
Note:
i)        The person so selected has to undergo a short term course in Care and Conservation of Books, Manuscripts and Archives or Servicing and Repair of Records from National Archives of India, Government of India. 
ii)        The selection will be based on a written test to be conducted with the help of National Archives of India and the selection committee may co-opt one Expert from national Archives of India.

13.    Junior Assistant:
Pay Band -   5200-20200 (PB-2) + GP  1900
Essential:
1.    A Senior Secondary School Certificate (+2) or its equivalent qualification from a recognized Board/ 
University/ Institution     with at least 50% marks or a graduate from a recognized University, and Diploma / Certificate of minimum 6 months duration in Computer Application/ Office Management/ Secretarial Practice/ Financial Management/ Accounts or equivalent discipline.
Or
Graduate Degree in Computer Application/Office Management/Secretarial Practice/Financial Management/Accounts or equivalent discipline from a recognized University.
2.    Having a typing speed of 40 w.p.m. in English or 30 w.p.m. in Hindi Typewriting through computers.
